The open position is for a Manager, Technical Proposals in the large hydro and service and rehabilitation proposal team. This team is responsible to prepare technical and commercial proposals for large and complex turnkey hydro projects generally in response to a client Request for Proposals. The Manager, Technical Proposals is a key role within this team and has the responsibility of ensuring the technical, costs, schedule and risk aspects of our proposals are optimized. This is accomplished by leading the Technical and Estimating resources in the Proposals team, specifically for the hydro turbine and generator product lines.
Reporting to the Director of Proposals, the Manager, Technical Proposals is responsible for the following aspects of the Proposal process:
• Directly supervising System Engineer(s), and Cost Estimator(s). Current team size is 5-6;
• Having overall management responsibility in regard to proposals for: mechanical turbine, generator, installation, scheduling and estimating;
• Ensuring technical proposal process compliance;
• Developing technical strategies, facilitating the decision process, providing guidance and validation for:
o generator and mechanical turbine technical aspects (in coordination with engineering managers and System Engineers);
o supply plans, sourcing concepts and supply estimating (in coordination with Procurement Manager and Cost Estimators);
o installation estimating (in coordination with Field Services Manager and Installation Coordinators);
o scheduling;
• Attending and providing guidance for technical risk reviews and cost estimate reviews;
• Auditing of proposal cost estimates and schedules inclusive of completeness and accuracy;
• Contributing and reviewing of technical proposal content;
• Performing various management related tasks such as recruitment, performance appraisals, etc.;
• Participate in the decision process within the proposal team regarding strategic issues such as partner selection, performance levels, procurement strategy, etc.;
• Provide key inputs in establishing a winning strategy with management buy-in;
• Ensure that all of the essential elements of the proposal under his responsibility have owners and track progress based upon proposal schedule;
• Participate in technical negotiations with clients;
• Manage and delegate improvement initiatives within the team.

• Bachelor’s degree in mechanical or electrical Engineering;
• Minimum seven (7) years’ engineering experience the hydroelectric industry;
• Other relevant experience in the hydroelectric industry (ex. Field, Project Management, Procurement) will be an asset;
• Project Management skills – ability to handle multiple complex tasks daily;
• Effective communication skills (oral & written) in a multi-stakeholder environment;
• Proven leadership ability within a team context;
• Excellent problem solving and decision making skills, initiative and creativity;
• Fluency in French & English languages.
