The LOTO Officer is mobilised to one of our construction work sites in Ontario, Canada. The chosen candidate will support our team in ensuring a safe work environment for all, by coordinating and managing the lockout tagout interface of the operations. They will be working as part of a site team consisting of Site Manager, Supervisors, HSE Officers, Quality Assurance Specialist and Administrator. (The size of the team and the duration of the site varies depending on the project scope). The role is a mix of site office documentation of the work and, on site work to ensure full compliance of projects.

 

The following responsibilities form the core of this role: 

 

  • Ensures fulfillment of ANDRITZ established LOTO Program at construction site, following health, safety, and environmental (HSE) plan in compliance with Company standards, customer requirements and Government regulations;
  • Supports Site Manager for LOTO management and implementation for our workers, sub-contractors and partners; 
  • Main local liaison with customer representative and site installation/ commissioning teams.

PRINCIPAL DUTIES:

  • Implement and manage the LOTO Program for the project;
  • Design and implement Permit To Work Practices as needed;
  • Review and validate LOTO and PTW documentation and system packages;
  • Support the start-up of the various sub-systems with commissioning representative;
  • Support the commissioning of the turbine, generator, automation and protection systems, intake gate, and other auxiliary systems;
  • Provides assistance in identification of energy related risks and definition of control measures (through safe work procedure, Job Safety Analysis);
  • Perform LOTO Focus Audits on program implementation;
  • Provides assistance in Daily JHA Tailboard and Site Safety Meetings in relation to the Energy based Safety;
  • Coordinates and communicated all changes to the established LOTO;
  • Communicated and supports in all investigations into LOTO related events; 
  • Provide LOTO and “Energy Based Safety” training to all employees as needed;  
  • Proposes immediate correction of a LOTO deficiency; checks if corrections from deficiency are effective;
  • Coordinates with Installation and Commissioning teams as required;
  • Support the HSE Program implementation as required;
  • Collaborates with HSE Officer as required; 


COMPETENCIES & SKILLS: 

  • Minimum 5 years of experience in LOTO/PTW/HSE management on a construction site or heavy industries; 
  • Bachelor’s Degree or College Diploma (DEC) in Electrical or Mechanical Engineering or relevant experience;
  • Knowledge of Provincial (Ontario) Construction Safety legislation;
  • Experience in dealing with unionized environment
  • Experience working on construction sites (Hydro power plant – an asset);
  • Strong communication skills (spoken & written) at all levels of the organization; 
  • Leadership skills, Team Player following Company common Goals
  • Proven Auditor and Trainer skills;
  • Strong customer service orientation;
  • Excellent problem solving skills (root cause analysis expertise), sound judgment, initiative & creativity;
  • Willingness to travel and flexible with work schedule.
